Overview

Improvement wasn’t enough to protect every plan’s 2027 Star Rating. Four-Star cut points rose by 2 to 10 points, 72 contracts lost bonus status while only 35 gained it, and the number of 5-Star contracts fell from 22 to 15. The next two rating years will bring even more change.

By 2029, 13 rating factors will leave the program, including call center, appeals and complaints measures. Clinical outcomes now account for 11% of the Overall rating, up from 3% in 2025. Part D adherence measures drop to a weight of 1 for 2028, then return to a weight of 3 for 2029—with no guardrails. And measurement for Depression Screening and Follow-Up begins January 1, 2027.

The decisions health plans make over the next three to six months will help shape their future ratings.
